Architectural consultants may also trade as design consultants or architectural advisers, but never as architects. They don't have to register with any professional body, and therefore don't have to abide by a particular code of conduct. They may not be insured in the event of faulty work. However, many firms work to an excellent standard, and if you find a well-established local firm with good references, they're worth talking to.

An architectural consultant will almost certainly be less expensive than a registered architect.
